     (e)  It is the intent of the legislature that the appropriations made                                                      
in (b) - (d) of this section allow the Alaska public school system to                                                           
maintain operations at a level sufficient to educate children and                                                               
provide time for all stakeholders to work with the legislature to                                                               
identify innovative approaches and possible consolidation of services                                                           
that will, over time, lower costs while maintaining a quality education                                                         
system. It is also the intent of the legislature that the increased funding                                                     
under (b) - (d) of this section serve as a bridge to developing a plan                                                          
and identifying solutions implementing the innovative approaches and                                                            
consolidation of services identified by the public school system in an                                                          
effort to recalibrate individual district budget spending levels to the
